Office Description:

The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life, as envisaged by 2030 Agenda for Sustainable Development. We are on the ground in more than 170 countries and territories, working with governments and people on their own solutions to global and national development challenges. The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan and help countries to achieve the Sustainable Development Goals. UNDP, WHO and the Secretariat of the WHO Framework Convention on Tobacco Control are responding to Member State demand to support increased investments in NCD prevention and control and tobacco control, and to facilitate stronger planning and coordination for these issues across government sectors. Core components of this work include supporting countries to develop national investment cases for action and developing audience-specific messages and capacity building materials to engage sectors outside of the health sector as well as parliamentarians. These support countries to strengthen planning, national coordination, and implementation of the WHO ‘Best Buys’ on NCDs as well as the WHO Framework Convention on Tobacco Control.

Potential Projects:

  • Support the development of investment case reports in either health taxes, tobacco control, road traffic safety, alcohol, nutrition and or mental health as well as supporting documents for each
  • Support the realization of investment cases through data collection and validation, reviewing desk review research, convening bilateral interviews with key partners, drafting the investment case reports and producing the associated investment case products (e.g. infographics, press releases, PPTs, etc).
  • Contribute to drafting and finalization of UNDP knowledge products on health and development. The support will include research on national health policy contexts, for example incorporating elements of UNDP-led institutional and context analyses, and taking into the gender dimensions of harmful use of alcohol. Knowledge products may include SDG briefs, primary healthcare country profiles, or issue briefs.
  • (For Economic students) Contribute to costing the financial and economic requirements for the implementation of national NCD strategy and WHO Best Buys for countries using peer-reviewed costing tool (preferably OneHealth Tool)
  • Support data collection and economic modeling (if applicable) for the projection of health and economic gains to calculate the return on investments (ROIs) for policy scale-up

Desired Skills:

  • Strong ability to write clearly and convincingly, adapting style and content to different audiences
  • Strong analytical, desk research and writing skills
  • Experience in quantitative data analysis
  • Diplomacy and tact; displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  • Fluency in written and spoken English, including the ability to write concisely and professionally, is required.
  • Fluency in another UN language is an asset.
  • Experience working with governments and civil society on multisectoral action for health (desirable)
